“The purpose of this document is to provide leaders and residents in the Town and Village of Groton a framework within which they can work together in the coming years to guide the future growth and development of their community. It has a long-range outlook, to the year 2024 and beyond. It attempts to identify both issues that the Town and Village may face, separately or together, and opportunities that the two municipalities might exploit for the common good.”

In Memory Of Thomas Guihan (1923-2005)
Tom Guihan served on both the Town & Village Planning Boards and passed away during the creation of this Joint Comprehensive Plan. His input was invaluable to the creation of this Plan and the planning efforts of both municipalities for over twenty years.
