LEGAL NOTICE OF PUBLIC HEARING ON THE BUDGET

NOTICE IS HEREBY GIVEN that the Proposed Budget of the McLean Fire District of the Towns of Groton and Dryden, State of New York, will be presented to the Board of Fire Commissioners of the McLean Fire District, for its consideration.

A PUBLIC HEARING will be held at 8:00pm at the McLean Fire Hall, 2 Stevens Road, in the Town of Groton, State of New York on the 15th day of October, 2019.

Pursuant to Town Law §181.3(a), the Board of Fire Commissioners must hold a public hearing on the budget, make the proposed budget available to the public prior to the public hearing, allow the public to comment on the budget at the public hearing.  This public hearing must be held to allow maximum public participation in the hearing.

The purpose of the public hearing is to allow any person to be heard in favor of or against the proposed budget as it is submitted, or for or against any item or items contained in the proposed budget, and hearing all persons interested in the subject concerning same.

That a copy of the proposed budget is available at the Office of the Town Clerks of the Towns of Groton and Dryden.

            NOTICE IS HEREBY GIVEN that the Preliminary Budget of the Town of Groton for the fiscal year beginning January 1, 2020, has been completed and filed in the Office of the Town Clerk on the October 2, 2019 at Groton where it will be available for inspection by any interested persons during regular business hours and online at www.townofgrotonny.org.

Notice is hereby given that at a Special Meeting held on the 26th day of June 2019 the Town Board of the Town of Groton duly adopted a resolution, an abstract of which follows, which resolution is subject to permissive referendum pursuant to Section 91 of New York State Town Law.

 

Abstract of Resolution

 

Resolution to authorize the Replacement of the Town Highway Garage Roof.  The contract amount of $74,000.00 will be taken from the Town’s Capital Municipal Building Repair Reserve Fund.

 

Said roof repair will take place unless a petition, in compliance with Section 91 of New York State Town Law, protesting said resolution and requesting a referendum thereon is received by the Groton Town Clerk.

Special Meeting

On June 26, 2019 the Town Board of the Town of Groton, NY held a Special Meeting to review bids for replacement of the Highway Garage roof.   The Town Supervisor has called another Special Meeting for Monday, July 1 at 7:00 pm, the purpose of which is to revisit bids received for the Highway Garage Roof Replacement due to the fact that an additional bid had been received in a timely manner but had been not been picked up from the Post Office.  The Town Board will open this additional bid and review all bids again.  Discussion will take place on the bids.  The Board may take certain actions concerning the bids and/or their resolution to use funds from the Capitol Municipal Building Repair Account subject to Permissive Referendum.

PLEASE TAKE NOTICE, that a Public Hearing will be held by the Town Board of the Town of Groton on Wednesday, January 30, 2019, 7:30pm, at the Town Hall located at 101 Conger Boulevard, Groton, New York regarding the adoption of Proposed Local Law #1 for the Year 2019, entitled “A Local Law to Opt-Out of Section 487 of the New York State Real Property Tax Law.”  Said Local Law would provide for no exemption from taxation with respect to any solar, wind, or farm waste energy system.   A Special Meeting will take place immediately following the Public Hearing at which time the Board may take action on said Local Law as well as discuss and possibly update the Town of Groton Zoning Fee Schedule.

Please be advised that a Public Hearing on the Town of Groton Proposed Local Law #4 for the Year 2017 entitled “A Local Law to Amend Various Sections of the Town of Groton Land Use and Development Code as Enacted by Local Law #1 of the Year 2011” has been set for Tuesday, January 9, 2018, at 8:00pm, at the Town Hall, 101 Conger Boulevard, Groton, NY. 

This law will provide clear definitions pertaining to green energy to address advances in green energy since the adoption of the 2011 law; support current State and local initiatives to reduce greenhouse gases; and allow residents the opportunity to produce energy from renewable resources while mitigating adverse impacts due to large scale production.  This law will also remove the distinction between commercial and non-commercial signs, so there is not a reference to content. 

Copies of the Proposed Local Law, as well as Parts 1, 2, & 3 of the State Environmental Quality Review (SEQR) resulting in a Negative Declaration, are available online at www.townofgrotonny.org or at the Town Clerk’s Office.

Special Town Board Meeting

The Groton Town Board has called a Special Meeting for Monday, December 4, 2017 at 7:00 pm, at the Groton Town Hall, 101 Conger Boulevard, Groton, New York, for the purpose of reviewing and approving Part 2 and Part 3 of the Full Environmental Assessment Form as part of SEQR review.

 

Proposed Action: Adoption of Proposed Local Law #4 for the Year 2017, entitled "A Local Law to Amend Various Sections of the Town of Groton Land Use & Development Code as Enacted by Local Law #1 of the Year 2011.”

 

Green Energy:  This law will change green energy production “commercial” and “non-commercial” to green energy production to “large scale” and “small scale” with clear definitions and guide lines for each.  It removes hydro power and biomass from large scale green energy production, and removes hydro power from small scale green energy production.  Adopting these changes address advances in green energy since the adoption of the 2011 law; support current State and local initiatives to reduce greenhouse gases; will allow residents the opportunity to produce energy from renewable resources while mitigating adverse impacts due to large scale production;

 

Signs:  This law will remove the distinction between commercial and non-commercial signs, as this references content of a sign.

Filing of Annual Audit

NOTICE IS HEREBY GIVEN that the fiscal affairs of the Town of Groton, including separate audit for Town Justice Court, for the period beginning January 1, 2016, and ending December 31, 2016, have been examined by an independent public accountant and that the report of examination performed by the independent public accountant has been filed in my office where it is available as a public record for inspection by all interested persons.

PLEASE TAKE NOTICE, that two public hearings will be held by the Town Board of the Town of Groton on Tuesday, February 14, 2017, at the Town Hall located at 101 Conger Boulevard, Groton, New York regarding the adoption of Proposed Local Law #1 and Proposed Local Law #2 for  the Year 2017. 

 

The hearing on Proposed Local Law #1 for the Year 2017 is in regard to increasing the maximum income level for real property tax exemptions for persons sixty-five years of age or over and will commence at 8:00 pm.

 

The hearing on Proposed Local Law #2 for the Year 2017 is in regard to increasing the maximum income level for real property tax exemptions for persons with disabilities and limited income and will commence immediately following the public hearing on Proposed Local Law #1.

Tax Collector Notice

NOTICE IS HEREBY GIVEN, that I, April L. Scheffler, the undersigned Tax Collector  for the Town of Groton, County of Tompkins and State of New York, have duly received the tax roll and warrant for the collection of taxes within the Town of Groton for the Year 2017 and that I will receive taxes at the Town Clerk's Office, 101 Conger Boulevard, in the said Town of Groton, from January 1, 2017 to March 31, 2017, from 8:00 A.M. to 4:00 P.M., Monday thru Friday, (Saturdays - January only - 8:00 A.M. to 12 Noon), except holidays.

 

TAKE FURTHER NOTICE, that taxes may be paid in full on or before January 31, 2017 without interest or penalty. All taxes received between February 1 and February 28, 2017 shall have 1% interest added.  All taxes received between March1 and March 31, 2017, shall have 2% interest added. 

 

TAKE FURTHER NOTICE, Qualifying Senior Citizens who receive either a Senior Exemption or an Enhanced STAR Exemption and are paying taxes on their residence may pay taxes in full on or before Tuesday, February 7, 2017.

 

TAKE FURTHER NOTICE, that pursuant to the provisions of law, the tax roll of the Town of Groton will be returned to the Tompkins County Treasurer after March 31, 2017.  An additional 5% interest will be added at this time.

 

TAKE FURTHER NOTICE, that installment payments will be accepted on or before January 31, 2017, with service charge.  This option is not available after January 31.

 

TAKE FURTHER NOTICE, tax bills coded for escrow accounts will be mailed directly to banks for payment.  Those property owners who do not have escrow accounts and do not receive their tax bills in the first week of January should notify the Tax Collector, as they will still be responsible for payment.

Public Hearing on CDBG Grant

The Town of Groton was awarded fiscal year 2014 funds under the Small Cities Community Development Block Grant/Community Revitalization Fund (CDBG/CRF) Program. Funds in the amount of $400,000 were awarded to provide a town-wide Owner-Occupied Housing Rehabilitation Program.

 

Pursuant to 24 CFR 570.486, the Town of Groton is required to hold a public hearing during the grant implementation period to provide details with respect to the program and program progress, solicit comments with respect to funded activities and program administration, and answer questions with respect to the CDBG Program or grant activities. Comments may also be submitted in writing to the Town of Groton, c/o Donald F. Scheffler, Supervisor, PO Box 36, Groton, NY 13073.

 

This hearing, scheduled for Monday, November 7, 2016 at 8:00 pm, will be held at the Town Hall, 101 Conger Boulevard, Groton. The venue is handicapped accessible for those needing such assistance. Any other persons or groups needing special accommodations should contact the Town at least one week prior to the meeting. Thoma Development Consultants was retained by the Town to administer the grant pursuant to a request for proposal process (RFP).  They can be reached at 607-753-1433.

 

The CDBG/CRF program is funded under Title I of the Housing and Community Act of 1974, as amended. The federal government, pursuant to Title I, provided fiscal year 2014 funds to New York State for award and administration.

NOTICE OF SPECIAL MEETING

The Town of Groton Supervisor has called a Special Meeting for Monday, February 15, 2016  at 7:00 pm, at the Groton Town Hall, 101 Conger Boulevard, Groton, NY,  for the purpose of rescinding a resolution passed at the February 9, 2016 Town Board Meeting pertaining to the establishment of a capital reserve fund due to questionable wording of the resolution.  The Town Board intends to revisit the at their March 15, 2016 meeting and expects to pass a corrected resolution at that time.

NOTICE IS HEREBY GIVEN, that I, April L. Scheffler, the undersigned Tax Collector  for the Town of Groton, County of Tompkins and State of New York, have duly received the tax roll and warrant for the collection of taxes within the Town of Groton for the Year 2016 and that I will receive taxes at the Town Clerk's Office, 101 Conger Boulevard, in the said Town of Groton, from January 2, 2016 to March 31, 2016, from 8:00 A.M. to 4:00 P.M., Monday thru Friday, (Saturdays - January only - 8:00 A.M. to 12 Noon), except holidays.

 

TAKE FURTHER NOTICE, that taxes may be paid in full on or before February 1, 2016 without interest or penalty. All taxes received between February 2 and February 29, 2016 shall have 1% interest added.  All taxes received between March1 and March 31, 2016, shall have 2% interest added.

Community Development Block Grant

The Town of Groton was recently awarded a Community Development Block Grant from New York State. The funds from this grant will be used to rehabilitate owner occupied properties located within the boundaries of the Town. Occupants must be low-to-moderate in income, as per the table below, and the property must be in need of repairs. Other requirements apply.

Attention Contractors - Community Development Block Grant

The Town of Groton recently received funds from New York State for a housing rehabilitation program. The type of work to be performed may include windows, doors, roofing, carpentry, masonry, painting, insulation, plumbing, heating, electric, interior and exterior carpentry. Contractors that are interested in being placed on a Qualified Contractors List to perform the rehabilitation work should call or write the Town’s Consultant, Thoma Development Consultants, 34 Tompkins Street, Cortland, New York 13045, (607) 753-1433. References and $500,000 minimum insurance coverage are required.

 

The Town of Groton encourages Minority and Woman Owned Businesses and Section 3 Businesses to participate in this program. The Town also encourages the participation of contractors certified to work with Lead Based Paint.

 

GROTON COMMUNITY COUNCIL SEEKS TO GIVE GRANT FUNDS TO SUPPORT LOCAL PROGRAMS

The Groton Community Council, a liaison group to the Tompkins County United Way, is currently accepting grant applications (up to $500) to support local programs, services, arts/sports activities, and non-profit organizations within the Town/Village of Groton, New York,

 

Examples might include start-up costs, beautification, materials or equipment, etc.  The Council has assisted groups in the past such as: Babe Ruth Baseball with uniform costs; Summer Camp supplies; and, Food Pantry equipment.

No Parking on Town of Groton Highways

The parking of vehicles is prohibited on all Town Highway Right-of-Ways within the Town of Groton between the hours of 10:00 PM and 7:00 AM from November 1 to May 1 of each year.  Violators will be subject to a fine and vehicles may be towed at owner’s expense.

Notice is hereby given that at a regular meeting held on the 9th of December 2014 the Town Board of the Town of Groton duly adopted a resolution, an abstract of which follows, which resolution is subject to permissive referendum pursuant to Town Law of the State of New York.

Abstract of Resolution

 

Resolution to authorize the purchase one (1) new 2015 tandem axle International 5900 series dump and plow combination truck, complete with all plow equipment and sander body in the amount of $217,035.14 per Onondaga County Bid #7823.  The purchase amount of $217,035.14 will be taken from the Town’s Capital Highway Equipment Reserve Account.

 

Said purchase will occur unless a petition, in compliance with Section 91 of New York State Town Law, is received by the Town Clerk protesting said resolution and requesting a referendum thereon.
